If you are unable to sell your home for the value printed on your assessment postcard, you may file an appeal with the Monmouth County Board of Taxation. NOTE: Regarding use of SR1A data for assessment appeals: Assessments are not acceptable as evidence of value and not all sales are usable. Only transactions that have a sale price that reflects the true market value of the property are usable as comparable sale evidence. Sales that have been marked as "nonusable" by the Assessor for purposes of determining assessment sales ratios pursuant to N.J.S.A. 54:1-35.1 may be considered by the Board as evidence of true market value. When such sales are utilized, both the Assessor and the property owner must be prepared to support the inclusion or exclusion of such sales evidence as proof of true market value.

A local property tax appeal for review of an assessment of $750,000 and under must first be filed with your county Board of Taxation. You would then file with the Tax Court if you are unsatisfied with that judgment and wish to appeal the county Board of Taxation judgment.
If the local property tax appeal seeks to review an assessment that exceeds $1,000,000, you may bypass filing with the county Board of Taxation and file directly with the Tax Court.Your complaint must be filed with the Tax Court Management Office within 45 days of the mailing date that appears on the final judgment of the county board of taxation. If your assessment is greater than $1,000,000 and you are filing a direct appeal, your complaint must be received on or before April 1 of the tax year unless a municipal-wide revaluation or reassessment has been implemented.

2015 Added Assessment & Property Record Card Verification Inspections
The Township of Manalapan has engaged Realty Data Systems to inspect properties throughout the municipality. RDS will perform inspections for added assessment purposes and interior/exterior inspections. All RDS inspectors are easily identifiable with each inspector wearing company insignia embossed in blue on a gray shirt or jacket, and will be displaying an RDS photo ID in a visible location. For verification purposes, each inspector and his/her vehicle are registered with the Manalapan Township Police Department. If residents have any questions regarding the inspections, the Real Property Assessment Demonstration Program, or need to verify the identity of an inspector, please contact the Assessor's office.

Update on the Homestead Benefit Program
2012 Homestead Benefit. The filing deadline for 2012 Homestead Benefit Applications was January 31, 2014. Eligibility requirements and benefit amounts for 2012 will not be finalized until the completion of the State Budget for FY 2015, which must be adopted by July 1, 2014. Homestead benefits for 2012 are expected to be applied to May 2015 property tax bills. Additional information on the 2012 homestead benefit will be posted when it becomes available.

Non-Residential Development Fee
The Township of Manalapan is required to impose a non-residential development fee of 2.5% of the equalized assessed value pursuant to N.J. Stat. § 40:55D-8.4 , the Statewide Non-Residential Development Fee Act on developments seeking approval subsequent to July 1st, 2013. The fee is NOT collected on projects that received site plan approval prior to July 1st, 2013 provided that the construction permit is issued by January 1st, 2015.
All developers involved in the construction of non-residential development must complete Form N-RDF prior to applying for a construction permit or requesting a Certificate of Occupancy. A Certificate of Occupancy will not be issued without proof of payment of a non-residential development fee or proof of an exemption.
