The Office of the Municipal Clerk is the custodian of the official records of the Township. This position is one of four that is statutory for local government. The responsibilities of the office of the Municipal Clerk vary throughout the State of NJ because in many municipalities the duties depend upon the number of employees/departments or the type or form of government within the municipality. Some of the primary responsibilities of the position that do not vary from municipality to municipality are:

Secretary to the Municipal Corporation

  • Secretary to the Governing Body
  • Chief Administrative Officer of Elections within the Municipality
  • Chief Registrar of Voters within the Municipality
  • Administrative Officer (licenses, searches, public information)
  • Records Management Coordinator and Manager

In Manalapan Township the Municipal Clerk’s Office is responsible for the following:

Contracts, Developer’s Agreements, Lawsuits, Ordinances, Resolutions, Minutes, Licensing of Alcoholic Beverage Licenses, Auctions and Auctioneering, Landlord Registration, Financial Disclosure Act, Administration of Commuter Parking, Calendar of Meeting Dates, Elections, Games of Chance, Junkyard, Massage Parlors, Peddling, Precious Gems & Metals, Taxicabs, Towing, Parade Permits, Public Entertainment Permit

Additional Commuter Parking Permit Information

If you would like to put your name on the waiting list for a parking permit in Manalapan, please call the Municipal Clerk's office at (732) 446-8316. A valid New Jersey drivers license is required as proof of residency.

Commuter Parking Lots that require an annual permit include:

Franklin Lane Lot (Franklin Lane runs parallel with Route 9N and is in the vicinity of Gordons Corner Road and Route 9 Intersection)

Symmes Drive Lot (Symmes Drive intersects with Route 9S and Ryan Road across from the Epicentre Shopping Mall)

Towne Pointe Lot (This lot is located at the Towne Pointe Shopping Center and is accessible from Tennent Road or Route 9S) 

Craig Road Lot (This is the REAR lot located at the Vornado Shopping Center (Best Buy) (Route 9 and Craig Road)

(behind the Bed Bath and Beyond Building) ** NEW as of April 1, 2013.

Monmouth Heights Lot (Ryan Road intersects with Route 9S and Symmes Drive) ** NEW as of October 1, 2013.


There is also a park and ride lot located on Franklin Lane and the fee is $2.00 per day. An annual permit is not required to use this lot.


Additional commuter parking is provided by Vornado Shopping Center (Best Buy) (Route 9 and Craig Road) in designated blue lined spaces in the front lot near Wells Fargo bank only. This is on a first come-first served basis and no fee is charged.

Should a resident of Manalapan desire to obtain a permit in the Marlboro Township lot located on Union Hill Road, please call the Marlboro Municipal Clerk at (732) 536-0200 to have your name put on the waiting list. The waiting list; however, is long.
