Scoping Hearing - ROSI Amendment – Block 74, Lot 25

PLEASE TAKE NOTICE that on July 22, 2020 at 7:30 p.m., the Township of Manalapan (the “Applicant”) will hold a public hearing pursuant to N.J.A.C. 7:36-25.3(h) for an amendment of the Applicant’s Recreation and Open Space Inventory (“ROSI”) to address an error and/or mistake. Specifically, the Applicant listed the entire parcel known as Block 74, Lot 25, Manalapan Township, Monmouth County, New Jersey (the “Property”) on the ROSI. The Property is currently owned by the Applicant and is approximately 19,000 square feet. As a result of investigations conducted by the Applicant, it has been determined that: (a) the Monmouth County Planning Board adopted the Monmouth County Road Plan on June 17, 1996 (“1996 Road Plan”); (b) the 1996 Road Plan identified County Route 527A as an 80 foot right of way; (c) the Property was included in the Applicant’s ROSI in 2000; (d) the 1996 Road Plan requires approximately 23.5 feet in depth of the Property to achieve an 80 foot right of way; (e) the inclusion of that portion of the Property, which totals approximately 9,095 square feet, in the ROSI conflicts with the 1996 Road Plan and was an inadvertent error.

All information submitted by the Applicant to the New Jersey Department of Environmental Protection in support of this ROSI amendment request is available to the public for inspection at the Manalapan Township Municipal Building located at 120 Route 522, Manalapan, New Jersey and the public library located at 125 Symmes Drive, Manalapan, NJ 07726.

All interested persons may attend and be heard at the aforesaid hearing. In accordance with the Open Public Meetings Act, N.J.S.A. 10:4-6 et seq., and in consideration of Executive Order No. 103 issued by Governor Murphy on March 9, 2020 declaring a State of Emergency and a Public Health Emergency in the State of New Jersey, the Township of Manalapan does hereby notify the public that to protect the health, safety and welfare of its citizens while ensuring the continued functioning of government, this public hearing will be held electronically only. Members of the public may participate in the meeting by calling +1 973 854 6173 followed by Meeting ID: 112 011 4299 at 7:30 p.m. on July 22, 2020. By entering *9 to raise a hand, individuals calling into this number will be able to fully participate in the meeting, including providing public comment. In the alternative, written comments may be submitted to the Applicant during a public comment period that will close on August 5, 2020. Any such written comments should be submitted to the attention of Renee Garrigana, Assistant Administrator, Manalapan Township Municipal Building, 120 Route 522, Manalapan, NJ 07726.
