Expired Driver's Licenses and State Non-Driver Licenses Now Accepted during Passport Application

August 13, 2020

Monmouth County Clerk Christine Giordano Hanlon is advising residents to know that according to the U.S. Department of State, passport agents are now permitted to accept recently expired driver’s licenses or standard non-driver identification cards in cases where the state has extended the validity of the document due to the COVID-19 health crisis.
“Passport applicants are normally required to submit a valid identification document, such as a driver’s license or standard non-driver identification card,” said Clerk Hanlon.  “Due to these unprecedented times, the U.S. Department of State has deemed this change necessary and it will be effective immediately and until further notice.”
The New Jersey Motor Vehicle Commission has extended the expiration dates of driver’s licenses and standard non-driver ID cards as follows: if expiring between March 1 and May 31, extended to September 30 and if expiring between June 1 and August 31, extended to December 31.

The Monmouth County Clerk’s Passport Offices remain open to the public by appointment only. Please call the Freehold Office at 732-431-7324 or the Neptune Office at 732-308-2828 to make an appointment. For more information about the application process, visit
